Admission Rules

A copy of the local regulatory act governing the admission of students

Entry conditions

Deadline for accepting documents required for admission:

- June 1 (full-time);

- May 1 (extramural);

The applicant must provide the following documents to the selection committee:

  • A statement;

  • An original and a copy of the identity document, citizenship;

  • An original and a copy of the education certificate (diploma or certificate with attachment);

  • Two photos, 3x4;

  • A medical certificate.

To participate in the competition for admission to the university under bachelor and specialist programs, applicants can apply either as a result of the Unified State Exam or as a result of internal entrance examinations (for applicants on the basis of vocational education). Internal entrance tests are in the form of testing, in accordance with the schedule of internal entrance tests.

For admission to graduate programs, applicants pass special subjects in the selected direction in the form of an interview. The minimum threshold value of entrance examinations entering the master 45 points.

Deadlines for accepting documents required for admission to studying:

When applying for undergraduate and postgraduate degree programs, the following terms are set within the control figures:

a) the deadline for accepting documents required for admission is June 1

b) the deadline for accepting the documents required for admission from persons entering the study without passing the entrance examinations conducted by the university independently, or learning under contracts for the provision of paid educational services is July 26;

c) the deadline for the receipt of documents required for admission from applicants for studying based on the results of entrance examinations conducted by the university independently is July 15.

Acceptance of documents for studying in undergraduate and correspondence programs is from May 1 to August 9.

Enrollment in undergraduate and full-time study programs under the contracts for the provision of paid educational services is August 3, August 8 and August 16, 2019 upon the submission of a statement of consent by persons included in the lists of applicants to the relevant specialties. Acceptance of applications for admission ends on August 2, August 6, and August 14, 2019 respectively.

Enrollment for undergraduate and extramural studies programs:

a) to places within the control of admission - August 16, 2019. Admission ends August 16, 2018.

b) to places under contracts for the provision of paid educational services - August 16 and August 29, 2019. Receipt of acceptance ends on August 14 and August 27, respectively.

Information on the special rights specified in paragraphs 34-36 of the Procedure for admission to studying

1. The right to admission to study at the expense of budgetary allocations within the established quota is given to disabled children, disabled persons of groups I and II, disabled since childhood, disabled as a result of military trauma or illness received during military service, orphans and children without parental care, as well as persons from among orphans and children left without parental care, and war veterans from among the persons referred to in subparagraphs 1-4 of paragraph 1 of article 3 of the Federal Law No. 5- Federal Law "On Veterans".

The admission quota for these categories of applicants is set at 10 percent of the total amount of control figures allocated to the university for 2018, according to specialties and areas of training.

2. The preemptive right of admission is granted to persons:

a) Orphans and children left without parental care, as well as persons from the number of orphans and children left without parental care;

b) Disabled children, disabled groups I and II;

c) Citizens under the age of twenty years, having only one parent - a disabled person of group I, if the average per capita family income is below the subsistence minimum established in the subject of the Russian Federation at the place of residence of these citizens;

d) Citizens who were exposed to radiation as a result of the disaster at the Chernobyl and are subject to the Law of the Russian Federation dated May 15, 1991 No. 1244-1 “On the social protection of citizens affected by radiation as a result of the disaster at the Chernobyl”;

e) Children of servicemen who died on duty or died as a result of injury (injuries, injuries, contusion) or diseases they received while performing duties of military service, including participation in counterterrorism operations and (or) other measures countering terrorism;

e) Children of the deceased (dead) Heroes of the Soviet Union, Heroes of the Russian Federation and full cavaliers of the Order of Glory;

g) Children of employees of the internal affairs bodies, the Federal Service of the National Guard of the Russian Federation, institutions and bodies of the penitentiary system, the Federal Fire Service of the State Fire Service, the authorities for controlling the circulation of narcotic drugs and psychotropic substances, the customs authorities, the Investigative Committee of the Russian Federation, that passed away as a result of injury or other damage to health, received by them in connection with the performance of official duties, or due to illness received during the period of service in these institutions and bodies, and the children who were dependent on them;

h) Children of prosecutors, deceased as a result of injury or other damage to health, received by them during their service in the prosecution authorities or after dismissal as a result of injury to health in connection with their official activities;

i) Military personnel who performs military service under the contract and whose uninterrupted military service under the contract lasts for at least three years, as well as citizens who have completed military service on conscription and enter for training on the recommendations of commanders issued to citizens in accordance with the procedure established by the federal executive body authorities in which federal law provides for military service;

k) Citizens who have been serving under contract for at least three years in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and discharged from military service on the grounds provided for in subparagraphs b) to d) of paragraph 1 , subparagraph “a” of clause 2 and subparagraphs “a” - “c” of clause 3 of Article 51 of the Federal Law No. 53-FZ of March 28, 1998 “On Military Duty and Military Service”;

k) War invalids, participants in hostilities, as well as combat veterans from among the persons referred to in subparagraphs 1-4 of paragraph 1 of article 3 of the Federal Law No. 5-FZ of 12 January 1995 “On Veterans”;

m) Citizens who directly participated in the testing of nuclear weapons, radioactive substances in the atmosphere, nuclear weapons underground, in exercises using such weapons and radioactive substances before the date of the actual cessation of these tests and exercises, direct participants in the elimination of radiation accidents at nuclear installations surface and submarine ships and other military facilities, direct participants in the conduct and maintenance of the collection and disposal of radioactive substances, as well as people involved in the elimination of the consequences of these accidents (military personnel and individuals from the civilian personnel of the Armed Forces of the Russian Federation, military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation, military personnel and employees of the Federal Service of the National Guard of the Russian Federation, persons serving in railway troops and other military forces , employees of the internal affairs bodies of the Russian Federation and the federal fire service of the State fire fighting oh service);

m) Military personnel, officers of the Federal Service of the National Guard troops of the Russian Federation, officers of the internal affairs bodies of the Russian Federation, the penitentiary system, the federal fire service of the State Fire Service, performing tasks in the context of an armed conflict in the Chechen Republic and in the adjacent territories attributed to the zone of armed conflict, and these military personnel performing missions in the course of counter-terrorist operations in the North Caucasus region.

The preemptive right to enroll in higher education organizations under the jurisdiction of federal state bodies is also granted to graduates of general education organizations, professional educational organizations administered by federal state bodies and implementing additional general education programs aimed at training minors in military or other public service.

Information on the accounting of individual achievements of applicants

When applying for postgraduate and undergraduate programs, the university earns points for the following individual achievements:

a) the status of a champion and medalist of the Olympic Games, Paralympic Games and Deaflympic Games, world champion, European champion, person who took first place in the world championship, European championship in sports included 
in the programs of the Olympic Games, the Paralympic Games and the Deaflympic Games, the presence of the gold badge of distinction of the All-Russian physical training and sports complex “Ready for Labor and Defense” (TRP) and the certificate for it to the established sample - 4 points;

b) the presence of a certificate of secondary general education with honors or a certificate of secondary general education (secondary (complete) general education) containing information on awarding a gold or silver medal - 4 points;

c) a diploma of secondary vocational education with honors - 4 points;

d) winners and prize-winners of olympiads and competitions (not used to obtain special rights and (or) advantages for entering a study on a specific set of conditions of entry) of the All-Russian and regional level corresponding to the areas of training - 2 points;

Points accrued for individual achievements are included in the sum of competitive points.

Information about the possibility of filing documents for admission to training in electronic form

It is possible to submit an application and documents for admission to undergraduate, graduate and postgraduate programs in electronic form.

To submit documents in electronic form you need:

  1. Print the application form by reference ( download application )

  2. Fill out the application in accordance with the established form, put a personal signature and the date of filling.

  3. Scan and save the following documents in jpg format (each document in a separate file):

- completed and signed application; 

- passport (turn with photo and registration); 

- The document on education and its application.

Information about the special rights and benefits specified in paragraphs 33, 37, 38 of the Procedure (with the exception of special rights and benefits arising from the levels of school olympiads)

1. The right to receive without entrance examinations are:

a) winners and prize-winners of the final stage of the All-Russian Olympiad of School Children (hereinafter the winners and prize-winners of the All-Russian Olympiad), members of the national teams of the Russian Federation who participated in international competitions in general subjects and formed in accordance with the procedure established by the federal executive body responsible for the development of state policy and legal regulation in the field of education (hereinafter - members of the national teams of the Russian Federation), by specialties and (or) areas of training corresponding to the profile of the All-Russian School Olympiad or the International Olympiad - for 4 years, following the year of the corresponding Olympiad;

b) winners and prize-winners of the 4th stage of the All-Ukrainian student olympiads, members of the national teams of Ukraine participating in the international olympiads in general subjects, specialties and (or) areas of training corresponding to the profile of the All-Ukrainian student olympiad or the international Olympiad, for 4 years following the year of the corresponding Olympiad, if the specified winners, prize-winners and members of national teams belong to the number of persons specified in part 3.1 of article 5 of the Federal Law No. 84-FZ

2. Winners and prize-winners of school olympiads, conducted in the manner established by the federal executive body that performs the functions of state policy development and legal regulation in the field of education (hereinafter - school olympiads), 
for 4 years following the year of the corresponding olympiad The following special rights are granted for admission to undergraduate and specialty programs in specialties and (or) areas of training corresponding to the Olympiad:

a) admission without entrance examinations for undergraduate programs and specialty programs in specialties and areas of training corresponding to the profile of the Olympiad;

b) to be equated to the persons who scored the maximum number of points of the Unified State Examination in a general educational subject corresponding to the profile of the school olympiad. 
Special rights specified in subparagraphs "a" and "b" may be granted the same applicants. In the case of granting a special right, indicated in subparagraph "b", the entrant is established the highest result (100 points) of the corresponding entrance test (s).

3. Persons referred to in paragraphs 1 and 2 shall be provided with the advantage within the time periods specified in paragraphs 1 and 2 by equating to those who have scored the maximum number of USE points (100 points) in the general education subject.

Winners and prize-winners of the Olympiad of schoolchildren must have the results of the Unified State Examination not less than 75 points for each general educational subject:

to use the special right specified in subparagraph "a" - according to the relevant entrance test;

for the use of a special right referred to in subparagraph “b” or an advantage specified in clause 3 - on a general educational subject corresponding to the entrance test.

To provide the winners and prize-winners of schoolchildren with special rights and benefits, the university determines which levels of olympiads and which list of olympiads each of these rights and benefits is granted for, and also sets for each competition (for each level of olympiads) the program must receive the results of the winner (prize winner) in order to grant the corresponding special right or advantage.

On school olympiads of one profile:

The special right or advantage granted to winners or winners and prize-winners of schoolchildren of level III, is also given respectively to winners or winners and prize-winners of first and second levels;

The special right or advantage granted to winners or winners and prize-winners of schoolchildren of level II, is 
also granted to winners or winners and prize-winners of level I, respectively.

The special right or advantage given to the winners of the school olympiad is also granted to the winners of this olympiad.
